GovBot Mitigation Plans
Read-only Model Context Protocol connector for local hazard mitigation plans in the United States. Published by Ideation Lab, Corp.
Description
GovBot Mitigation Plans is a Model Context Protocol (MCP) server that lets an AI assistant read local hazard mitigation plans held by GovBot. It returns plan status from FEMA's hazard mitigation plan registry, plan content with page citations (hazard history, risk rankings, loss estimates, National Flood Insurance Program participation, capability, dams, development, plan maintenance, data sources, planning participants, lifelines, agriculture, climate projections, prior action status, public engagement and plan review tool entries) and mitigation actions (title, jurisdiction, status, hazards and activity type). The service is read-only and does not store or modify any data.

find_plans_for_place | Returns the plans for a jurisdiction, found by registered name or Census GEOID, with plan status, approval and expiration dates and documents. |
get_plan_profile | Returns a plan's registry record, jurisdictions covered, the plan documents in the library with kind and plan period, and the number of entries per topic. |
get_plan_elements | Returns plan content for the requested topics, each entry with page and quote. |
search_mitigation_actions | Searches mitigation actions by words, place, plan, state, hazard, activity type or status. |
get_plan_data_sources | Returns the datasets a plan states it used and the public sources this service used to describe the plan. |
Plan library
The plan library grows over time as plan documents are added, including plans obtained directly from jurisdictions when they are not posted publicly. When a plan is in FEMA's registry but its content is not yet in the library, the connector says so: "This plan is in FEMA's approved plan registry. Its content is being added to GovBot and will appear here soon."
Plan order
For each place the current approved plan is listed first, followed by a newer version of the plan that is in FEMA review. When the current plan's content is not yet in the library, the most recent plan in the library for that place is listed. Plan status, approval date and expiration date are given as recorded in FEMA's registry.
Accuracy
Plan content is read from the plan pages, and each entry gives its page number and the quoted text. Entries are spot-checked against the plan pages, and each response states the share of checked entries found correct. Entries found incorrect in a spot check are not shown. Values are as recorded in the plan at its date. They are not current conditions and are not determinations of plan compliance or funding eligibility.

Limits
- An empty result means the plan documents in the library contain no matching entry. It is not evidence that the plan omits it.
- Mitigation actions give the title, jurisdiction, status, hazards and activity type, with the page in the plan. Action titles longer than 200 characters are shortened, with the full text available.
- Contact details, street addresses, coordinates and personal names are removed from plan text.
Example questions
- Which hazard mitigation plan covers Nacogdoches, Texas, and what is its status?
- List the flood mitigation actions in the current plan for Boulder County, Colorado, with their status and page.
- What NFIP policy and claim figures does plan 108250 report, and on which pages?
- Which datasets did plan 109992 use for its risk assessment?
